An earmark is a line-item that is inserted
into a bill to direct funds to a specific project or recipient without
any public hearing or review.
The Labor-HHS Appropriations Subcommittee members did very
well. The 17 members bagged 150 earmarks at a cost of $39.6 million.
Congressman Obey was responsible for one of the highest number of
earmarks with a total of 12 with the highest total dollar amount.

It has been publicized that
98% of Dave Obey's nearly $272,000 in campaign
contributions came from special interest PACs in Washington, DC as well
